    وفيما يتعلق بالمقترح النهائي لألمانيا أنه في حالات الأزمة أو في حالات الحرب، ينبغي أن يكون في الإمكان تصدير أنواع محددة من النفايات الخطرة المتولدة عن عمليات القوات المسلحة بدون اتفاق ثنائي، فنحن نرى أن هذه المسألة غاية في الحساسية وينبغي أن تناقش على المستوى القطري بواسطة جميع السلطات المختصة، وفي هذا المقام الذي يتمثل رد الفعل المبدئي للوزارة في أن أي بلد قد يجد نفسه غير محمي تماماً ومعرضاً في وجه إدخال النفايات الخطرة إليه.
